Encounter 1: Meet Your Mayor

"Mayor Huernot has called you all in to meet him about an urgent
matter. Why just yesterday Sportsmaster was broken out of prison by a
group of armed thugs led by a man who could create a darkness blacker
than night. Perhaps he needs advice on how to build a better prison. Or
maybe he wants you to recapture Sportsmaster. Whatever this emergency
is, you feel confident that you can handle it. As you pass Central
Plaza, you note the new map of Hawaii inlaid on the ground, with Island
City marked by a flagpole with the state flag on it."
Mayor Huernot, while affable, is a bit nervous. A message was delivered
to his office an hour ago:
You will turn over Island
City to us by 6 PM Sunday or you will suffer our wrath! To prove that
not even your vaunted heroes can save you we will commit a series of
crimes that they will be helpless to stop. In the meantime, you should
sit back and relax. Enjoy an ice cold drink during this unseasonably
warm weather we've been having.

The Wizard wrote the
note, but since neither John Gilmore nor El Gato
met him in issue #2, they won't identify the writer using Analytical
Smell. There is the smell of fresh paint (from the freshly painted
offices of the SSSV headquarters). The message was written last night
and delivered this morning by a kid. Postcognition vs OV/RV 0/0 with 10
RAPs will reveal that a kid delivered it. Peter Pan could use the Lost
Boys to track down who delivered a message to City Hall this morning,
though it'll take until Encounter 5 before they track the kid down.
Mayor Huernot will offer salaries and police radios, as well as the
resources of the city, to help the heroes. Heroes who accept the salary
will gain 1 AP of Wealth but lose a -1/2 Roleplaying Award. Depending
on how many resources they use, heroes can stand to lose another -1/2
Miscellaneous Award for overly depending on mundane authorities.
The clue "ice cold drink" can lead to several different places. The
total list is below. Detective vs OV/RV 4/4 will eliminate RAPs of
invalid places.
