Other than the Icicle, there is no proof that Ken Shade is working for
organized crime. Also, Gehenna is probably not going to be found,
leaving the Koas around to fight another day. The big objective is to
prevent Mayor Huernot's assassination. Should he survive, Huernot will
be renominated by the convention. Otherwise it'll be Ken Shade.
