GURPS CthulhuPunk combines the world of GURPS CyberWorld and puts it through the lense of the Cthulhu Mythos. You need neither GURPS CyberPunk nor GURPS CyberWorld to use this book though they certainly help as GURPS CthulhuPunk has only so much space.

Final Word
I consider this book a supplement. If you want to run Call of Cthulhu adventures in GURPS there are enough notes here: the sanity rules, mythos monsters and CoC conversion notes.
For those of you with GURPS CyberPunk and CyberWorld, the additional notes in CthulhuPunk are quite interesting. Although there is enough information to run a campaign using just CthulhuPunk I'd rather have the other books to really flesh things out more.
So overall it's a nice book to have but you need other books too.
