[2b] Dice Actions
Dice actions are any actions that require a dice roll. For example, you
want to punch through a house wall. The AV is your DEX (example 9
Attribute Points (APs)), the EV is your STR (example 5 APs), the OV and
RV are the wall's BODY (example 6 APs).
First you look up the target number in the AV/OV table. If the AV and
OV are the same, the target is 11. In general it goes +1 for each AP of
AV that is greater than OV and -1 for each AP less. But it's not linear
and everything is in ranges so you have to use the table.
Roll 2d10. If you roll doubles you can roll again and add and keep
doing it until you stop rolling doubles. If at any time you roll double
1's you automaticall fail (so you can stop rolling at any time). The
higher you roll above 11 and above the target number, the more damage
you do.
Assuming you hit, look up the damage in the EV/RV table (which, much
like the AV/EV table is not linear though there is a pattern). In
general, if the EV equals the RV you do about (EV/5) APs of damage,
with roughly +1 AP for each point you rolled higher than the max of
(target number and 11).
Continuing with the example, AV 9/EV 6 gives a target number of 7. You
roll 13. Look up EV 5/OV 6 gives 0 AP base damage but the higher roll
modifies this to 2 AP damage, leaving the wall with a man-sized hole in
it.

[2c] Assign Attribute Scores
For simplicity and to avoid the mistakes I saw with the first group,
there are four attribute scores:
HUMAN:
this is a fit human
LOW SUPER: this is
max human, standard for "Normal Human" super heroes
MED SUPER: about
half the super heroes have one or a very few attributes/powers/skills
at this level or better, this should be the max for a beginning super
hero
HIGH SUPER: about
one-tength of super heroes have one or a very few
attributes/powers/skills at this level or better. This is the max level
for PCs for the first 12 issues of the campaign.
For "Normal Human" supers, assign LOW SUPER to all nine attributes.
Normal Human supers need to be good at everything if they're going to
keep up with their super brethren. For regular super heroes, assign 3
HUMAN, 4 LOW SUPER, and 2 MED SUPER scores among the nine attributes.
If you are a Brick increase your STR (and BODY if that's your character
concept) by one level. Speedsters do not need to increase their DEX.
Gadgeteers and brilliant scientist types should increase their INT by
one level. Each level increase will give you less powers/skills later
on.
This should take up a bit over 2/3rds of your starting Hero Points
(assuming you didn't increase anything).
