59: Public Records, Open Meetings.
Legislative Constitutional Amendment.
What: allow more public access to government records as well as access
to meeting records.
My vote: No because government is already very open.
Proposition 60: Election Rights of Political Parties.
Legislative Constitutional Amendment.
What: Any candidate that wins their party's primary election is
guaranteed placement on the ballot for the general election.
My vote: No because it currently works this way. No need for an
Amendment.
Proposition 60A: Surplus Property.
Legislative Constitutional Amendment.
What: Proceeds from sale of State surplus property must be used to pay
for Proposition 57 bonds. Normally the proceeds would go into the State
General Fund.
My vote: No because it restricts how the state government spends the
general funds. Too many restrictions make it hard to balance the budget.

Proposition
61: Childern's Hospital Projects.
Grant Program. Bond Act. Initiative Statute.
What: Authorizes $750M in state bonds to pay for construction,
expansion, remodeling, renovation, furnishing, and equipping of
childern's hospitals.
My vote: No. Let the kids die.
Proposition 62: Elections. Primaries.
Initiative Constitutional Amendment and Statute.
What: Any voter can vote for any party in primary election (except for
presidential nominations). Only top two vote getters get into general
election ballot.
My vote: No. I don't like in essence letting non-party voters determine
my party's candidate in the general election. You could also get two
candidates from the same party winning the primaries, though it is
quite unlikely. And it would mean that minor parties never get into the
general ballot.
Proposition 63: Mental Health Services Expansion, Funding. Tax on
Personal Incomes Above $1M.
Initiative Statute.
What: More mental health services funded by a 1% tax on rich people!
My vote: No. Let the mentally ill people die.
