Proposition 64: Limits on Private Enforcement of Unfair Business Competition Laws. Initiative Statute.

What: Only people hurt by a business can sue the business for unfair competition.California Attorney General can sue on behalf of citizens, others can sue on behalf of citizens only as a Class Action Lawsuit. Revenue from these lawsuits can only be used to enforce consumer protection laws.

My Vote: Yes, because I think that CLAs are adequate protection.

Proposition 65: Local Government Funds, Revenues. State Mandates. Initiative Constitutional Amendment.

What: Require voter approval for reduction of local fee/tax revenues (i.e. State can't decide to give less money to local governments).

My Vote: No, much as I like my local government, the state government has to be ascendant.

Proposition 66: Limitations on "Three Strikes" Law. Sex Crimes. Punishment. Initiative Statute.

What: Strikes 2 and 3 don't count unless they are "serious" offenses (currently they can be any felony-class crime). Increased punishment for sex crimes against children. Three Strikes law passed in 1994 as Prop 184.

My Vote: No, law is fine as is since you still have to commit a felony.
Proposition 67: Emergency Medical Services. Funding. Telephone Surcharge. Initiative Constitutional Amendment and Statute.

What: Add 3% telephone surcharge to fund uncompensated emergency medical care.

My Vote: No, Medicare and Medical are supposed to cover these. Look there for compensation.

Proposition 68: Non-Tribal Commercial Gambling Expansion. Tribal Gaming Compact Amendments. Revenues, Tax Exemptions. Initiative and Constitutional Amendment and Statute.

What: All tribes must either pay 25% taxes on gambling revenues or 16 specified non-tribal gambling establishments can build gambling places.

My Vote: No, it strikes too much of blackmail and "I cut off my nose to spite my face" mentality.

Proposition 69: DNA Samples. Collection. Database. Funding. Initiative Statute.

What: Collect DNA samples from all arrested felons of all ages.

My Vote: No. I'm ambivalent about this, and the default is no new laws.
