Romano Liao, youngest heir of former Chancellor Maximilian Liao, has assumed the Celestial Throne to become Chancellor of the Capellan Confederation. The disastrous setbacks during the 4th Succession War has prompted Maximilian Liao to abdicate in favor of a more dynamic leader. Romano pledges to avenge all the losses that her people have suffered, and urges Capellan citizens every- where to continue to fight for their freedom.

Chancellor Romano Liao has refused to sign the treaty, declaring that there will be no peace while Capellan worlds are under the rule of Davion oppressors. The Capellan refusal has not prevented the citizens of the other realms to celebrate the new peace with vigor.
