Encounter 8: The Battle of Waterloo
All
"The Waterloo Building is a 40-story high rise building and one of the
tallest buildings in Island City. Dozens of businesses and thousands of
people operate during the day and even at night the building is busy
and alive."
The Secret Society of Super Villains is composed of the Wizard,
Goldface, Kung, plus the villains used in the three previous crimes. By
now three or four of those criminals have been captured, leaving the
Society with five active super-villain members. With resources
stretched thin, the Wizard has decided to depend on the rank and file
for the last three crimes, hence why there are no clues for these last
crimes.
The villains will gather in the main conference room to go over
Saturday's three crimes (abduct a train, abduct a bank, abduct zoo
tigers). One villain plus support troops will be assigned to each
crime, leaving only the Wizard and Goldface at headquarters. All the
jobs will be conducted at approxiately 14:00. Once the jobs are done,
everyone meets back at HQ for a brief celebration as Mayor Huernot
capitulates.
The heroes can break in and attack pre-emptively, tail the villains as
they head out and attack them piecemeal, or perhaps something else. The
key here is that the villains should be where the heroes are going to
be. So until the heroes have definitely pinned down the location of all
the villains, assume that any unaccounted for villains will happen to
be there when the hammer goes down.

The Speech Before the battle the
Wizard will give a speech. "Hold it heroes, or I'll destroy Island
City! As you've no doubt seen by now, you have no chance to beat our
Society. I give you one chance: join us now or leave the city and never
return." Thw Wizard holds up a small box with a switch. Note that the
Wizard and Villains will be an Illusion (detect at INT/WILL vs OV/RV
13/13), so the heroes' first attack will miss.
The Battle If you
have enough villains around to spare the Wizard and Goldface, go ahead
and omit them from the final battle. Add a few rank and file troopers,
the Wizard, and as a last resort add Goldface to balance the battle.
The Bomb Should the
heroes attack anyway and fail to stop the Wizard, he will trigger the
bomb. "You fools! In five minutes the bomb will explode!" The Wizard
will then flee with Goldface right behind him will reinforcements pour
in to stall the heroes.
The Doublecross
Goldface is biding his time to doublecross the Wizard. Should they be
alone in the final battle, he will coat the Wizard in gold and leave a
note: "Compliments of Moloch, because there is only room for one King
in this city. P.S. You morons! The bomb is underneath Central Plaza."
If the Wizard was defeated by the heroes, they will find Goldface gone
and this note left behind: "Tell the Wizard that Moloch doesn't
appreciate his kind. P.S. You morons! The bomb is underneath Central
Plaza." Should Goldface be defeated before he can deliver the note, the
heroes can find note 1 on his body.

Note the Plaza is 12 APs away so all fliers can get there (without
pushing) before the bomb goes off in five minutes (7 APs).
