STFC Incursions

So we lost another Star Trek Fleet Command Incursion event — I think the third one in a row. Incursion pairs two servers and for 24 hours you can move your base to the other server and attack players and their bases there (or stay and defend against enemy incursions). You score points by killing enemy ships and raiding their bases.
The basic problem is that 99% of points are gained by raiding bases. And 99% of those points are gained by raiding whales. Base raiding you can only do if your target doesn't have a shield up (which provides complete immunity, though your shield automatically goes down when you attack another player ship or base). This means that in practice you look for whales who are absent for the day (or a few hours) and who forgot to shield or their shield ran out. (There is a bug where if you shield then quit the game it doesn't send the shield command to the server so you never actually shield. You just have to remember to do an action that sends a command to the server.)
So Incursion devolves to 24 hours looking for unshielded whale bases and raiding them, which to me doesn't seem fun at all. I think it also favors a server with less whales since better chance for less people to be all shielded — you only need one or two more weak links than the other server to lose. And sometimes someone throws the Incursion and leaves their base unshielded since base raids only take basic materials which are very easy to replenish.
Incursions in concept are an interesting idea that because of the scoring works to make it a rather unexciting event.
